AGENCY PROFILE:
The Department of Corrections, as a partner in the criminal justice system, enhances public safety, administers criminal sanctions and programs in accordance with the law, andprovides leadership for the future of corrections in Washington State. The Department consists of the Office of the Secretary, Prisons Division, Community Corrections Division, Administrative Services Division, and Health Services. The Department employs over 7,600 staff and has a biennial budget ofapproximately $1.6 billion.
CCCC is a 480-bed male facility. The facility is located in the Capital Forest 20 miles south of Tumwater. CCCC is co-located with the Department of Natural Resources and is a minimum-security facility. This facility houses minimum security incarcerated individuals and offers treatment, work, and vocational programs to help ready incarcerated individuals to transition back into the community. CCCC is a sustainability prison; some of the many programs include rehabilitation of ailing Western Pond Turtles, raising bees, training service dogs, and composting. The site includes two living units, a health clinic, education buildings, a gymnasium and support facilities. All incarcerated individuals work at this facility either on an off-site work crew or within the facility grounds.

This position contributes to the agency's mission to improve public safety by developing, implementing, monitoring, correcting and assessing security management system policies, operational memorandums, procedures, and practices at an adult correctional facility. This position has institution wide program responsibility for the facility staff accountability process which includes procedures to account for employees assigned to isolated or single person posts.
This position works closely with the Chief of Security Captain to ensure adherence to security management system policies and procedures as well as to ensure compliance with Department directives, facility operational memorandums, WACs and RCWs. This position will ensure staff accountability and radio duress alarm exercises are conducted on a regular basis and recommend process improvement as necessary.
Duties This position has institution wide program responsibility for the facility Place Safety Muster process and will report best practice and deficiencies to the Chief of Security and Appointing Authority. This position has a lead role in the Local Security Advisory Committee (LSAC) and chairs the meeting in the absence of Chief of Security. This position will manage the security concern/suggestion process at the facility level and will process and forward LSAC approved suggestions and concerns to the Statewide Security Advisory Committee.
This position resolves complex and difficult security management system issues that may have broad impact. Under the direction of the Chief of Security, this position collaborates with internal and external stakeholders to promote a culture that fosters and inspires staff safety and facility security throughout the Department.
This position serves as the expert resource for all facility employees in matter related to staff safety and facility.
As a
Corrections Specialist 2 - Facility Security Specialist, some of your duties will include:
Management of Staff and Facility Security Procedures. Provide expert level consultation, advice, guidance and support to managers, supervisors, and employees regarding multiple, complex security management related issues and processes in the area of RCW's, Policy, Operational Memorandum, and local procedures.
Work with the facility Chief of Security to develop and implement targeted interventions based on information collected through logs, staff reports, observations, and other materials. - Collect, track and monitor information regarding security management policies and procedures.
- Participates in the annual review and update process of custody post orders.
- Audit the post order sign off process monthly.
- Contribute to the development of local security processes. Review security related policies and operational memorandums, provide timely recommendations for necessary updates.
- Work with the facility Chief of Security to develop and implement targeted interventions based on Information collected through logs, staff reports, observations and other materials.
- Creates measurable, outcome-based goals to strengthen the safety and security of employees.
- Follow up to ensure interventions and goals are meeting the desired expectations.
- Adjust and implement changes when measurements reflect poor or neutral performance of imposed strategies.
- Test security related processes and procedures, provide recommendations for improvement needed to ensure the integrity of facility security.
- Attend quarterly Security Specialists meetings as scheduled by the Security Management Unit.
- Participate in Operational Inspections, Emergency Management System Assessments, and Critical Incident Reviews at facilities as assigned.
Lead role on the Local Security Advisory Committee (LSAC).- Attend and schedule committee meetings, advise the facility Chief of Security on the status of concerns/ suggestions brought to LSAC, new concerns/suggestions and the progress of LSAC, related projects, keeping the facility chair apprised of all security related concerns and issues.
- Chairs the LSAC and represents the Chief of Security priorities and agenda when she/he is not able to attend.
- Communicate in-person with employees who submit security concerns, provide timely periodic updates of progress made in regard to status of implementing the improvement or suggestion.
- Establish and lead LSAC charter teams, lending leadership and expertise to solidify the purpose of the local committee.
- Collaborate with Security Specialists at other facilities (including the Department's Security Management Unit) on matters concerning LSAC, concerns, suggestions, and best practices.
- Coordinate with facility staff and committee members to implement concerns/ suggestions approved by LSAC.
- Assign committee members duties when appropriate.
- Communicate with both the Local and Statewide Security Advisory Committee to ensure the completion of concerns/ suggestions.
- Follow up implemented concerns and suggestions and present results to LSAC.
Develop, implement, monitor, and test the facility Staff Accountability process. - Establish, conduct, and document random checks for accountability of all single person posts to include custody, non-custody, contract staff, and volunteers.
- Establish, conduct and document random checks for accountability of off-hour custody posts.
- Establish and maintain the Staff Accountability process with regular testing of the plan.
- Observe the Staff Accountability process on each shift quarterly, provide leadership and guidance in all matter concerning the process.
- Establish and coordinate contact points for staff check-in/checkout at their work location or Assigned areas per 420.160 Staff Accountability.
- Monitor, track and analyze duress alarm activations and responses.
- Conduct quarterly tests of radio alias information by verifying unique identifier from facility base station.
- Conduct monthly drills to test staff response to panic button, duress alarms, personal body alarms and keying of a radio with no audible message.
- Provide guidance resources, and instruction, for all staff pertaining to proper use and handling of personal portable facility radios, panic buttons, area duress alarms, and personal body alarms where applicable.
Coordinate track and respond to Place Safety Muster related topics. - Report and monitor Place Safety Muster compliance to the facility Chief of Security and Appointing Authority.
- Ensure compliance with internal and external audit requirements regarding Place Safety Muster.
- Act as a resource for facility employees and Place Safety Muster topics and plans.
- Create and publish Place Safety Muster schedules for the Chief of Security, quarterly.
- Other duties as assigned.
Qualifications What we need (required qualifications): Graduation from high school or equivalent.
AND Four (4) years of corrections and/or security experience in adult corrections, juvenile, law enforcement or related field.
OR Formal education in Criminal Justice or closely allied field from an accredited college or university whose accreditation is recognized by the U.S. Department of Education and the Council for Higher Education Accreditation (CHEA), may be substituted year for year of required experience.
AND Demonstrated competency in the following areas (competency may be gained through education, experience, or a combination thereof):

Sick Leave Full-time employees earn eight hours of sick leave per month. Overtime exempt employees who are in pay status for less than 80 hours per month do not earn a monthly accrual of sick leave.

Part-time employees accrue vacation leave hours in accordance with (1) or the applicable collective bargaining agreement (CBA) on a pro rata basis. Vacation leave accrual will be proportionate to the number of hours in pay status, in the month to that required for full-time employment.
Pay status includes hours worked, time on paid leave and paid holiday.
As provided in , an employer may authorize a lump-sum accrual of vacation leave or accelerate the vacation leave accrual rate to support the recruitment and/or retention of a candidate or employee for a Washington Management Service position. Vacation leave accrual rates may only be accelerated using the rates established WAC 357-31-165.
Note: Most agencies follow the civil service rules covering leave and holidays for
exempt employees even though there is no requirement for them to do so. However, agencies are required to adhere to the applicable RCWs pertaining holidays and leave.
Military Leave Washington State supports members of the armed forces with 21 days paid military leave per year.
