Under the direction of the Director of Government Affairs, the Government Affairs Manager is responsible to manage and oversee the execution of the government affairs role for Medi-Cal, Medicare and Covered California and any subsequent lines of business. The Government Affairs Manager plays a key role in crafting and shaping federal and state legislative and regulatory policy issues for the benefit of IEHP.

This position serves as a lead liaison for IEHP with state and federal trade associations and legislative staff, positioning IEHP as a key influencer and maintaining relationships with advocacy groups and legislative staff. The role works collaboratively with other departments within the Plan, providing analysis and interpretation of draft state and federal legislative and regulatory guidance, and ensuring advocacy issues are presented accurately and compellingly.

Additionally, the Manager of Government Affairs works closely with the Compliance Department to ensure seamless services to Business Units and effective advocacy, as well as with other Managers within the Plan to ensure alignment, understanding, and follow-through of priorities.

Key Responsibilities

  1. Lead the day-to-day operations of the Government Affairs Department in collaboration with the Director of Government Affairs, ensuring quality and accuracy of the work.
  2. Implement standardized processes to maximize efficiency.
  3. Train and educate Government Affairs Team Members to ensure they are equipped to provide and carry out actionable legislative and regulatory advocacy recommendations.
  4. Develop and implement a government affairs calendar of duties.
  5. Identify, direct, and maintain Government Affairs metrics for process improvements and efficiencies.
  6. Oversee the interpretation of complex federal and state legislative and regulatory draft and final guidance.
  7. Guide the Government Affairs team to serve as a resource for Business Units regarding legislative and draft regulatory support.
  8. Lead and attend relevant committees and work groups, making presentations and preparing reports and data.
  9. Manage Government Affairs participation in various trade association and regulatory agency calls.
  10. Support the CEO and Plan leadership in fostering strong relationships with legislators and regulatory agencies.
  11. Serve as the primary state and federal trade association liaison, establishing collaborative relationships with lobbyists and advocacy associations.
  12. Oversee resolution of high-visibility, escalated requests from elected official offices.
  13. Communicate to all levels of the Plan regarding new and emerging issues impacting Federal and State statutes.
  14. Cultivate a system for reviewing legislative and regulatory compliance concerns.
  15. Organize visits from legislators and legislative staff.
  16. Partner with operational areas to ensure understanding of internal operational policies.
  17. Develop, centralize, and maintain policies, procedures, and training materials.
  18. Perform any other duties as required to ensure Health Plan operations and department business needs are successful.

Qualifications Education & Experience

  1. Five (5) years of experience with managed care health plans or relevant industry experience specific to government affairs legislative and regulatory advocacy.
  2. Direct experience interacting with legislative staff and state and federal trade associations.
  3. Bachelor's degree from an accredited institution required.

Key Qualifications

  1. Must have a valid California Driver's License.
  2. Strong knowledge in Medicaid, Medicare, and commercial health insurance.
  3. Understanding of managed care and government-sponsored health care delivery systems.
  4. Knowledge of county, state, and federal legislative and budget processes.
  5. Ability to analyze policy, legislative, and regulatory implications and develop effective advocacy strategies.
  6. Skills in project management, survey tools, business impact analysis, and report writing.
  7. Team building, strategic planning, and organizational/project management capabilities.
  8. Cross-organization coordination experience.
  9. Understanding of a multi-cultural environment.
  10. Effective advocacy strategies and partnerships with trade associations.
  11. Knowledge of federal and state regulatory requirements related to IEHP's business portfolio.
  12. Strong leadership, interpersonal, verbal, and written communication skills.
  13. High level analytical skills and ability to analyze complex regulatory and legislative proposals.
  14. Proficiency in microcomputer applications: spreadsheet, database, and word processing.
  15. Ability to translate legislation and regulatory guidance into actionable information.
  16. Strong attention to detail and exceptional follow-through.

Work Model Location

This position is on a hybrid work schedule. (Mon & Fri - remote, Tues - Thurs onsite in Rancho Cucamonga, CA)

Pay Range

USD $104,041.60 - USD $137,841.60 / Yr.
