Lao Family Community Development, Inc. (LFCD) is a community development non-profit agency established in the City of Richmond in Contra Costa County in 1980. Today, Lao Family has expanded its operations and service footprint to two additional counties, Alameda and Sacramento. LFCD's headquarters office is in Oakland, CA. It delivers programs and services from 7 locations in 35 languages. The agency provides both community development real estate facilities and a diverse array of the workforce, education, and human services that directly support predominantly low-income US-born high-barrier families and individuals, refugees, immigrants, transitional age youth, seniors, and other special populations such as individuals with disabilities.

Job Summary: LFCD is seeking a qualified candidate to serve low-income CalWORKs participants for Career Pathways Employment & Training (CPET) funded by Alameda County Social Services Agency (AC SSA). This position is responsible for engaging with participants, local employers, businesses, external organizations, and internal LFCD departments. Specifically, it collaborates with the staff of the Social Services Agency, community-based organizations (CBOs) serving CalWORKs participants, as well as all AJCC and Business Centers. The candidate will be based at one of our Career Pathways Employment and Training (CPET) office location in Oakland's Eastmont Mall. The position duties include program orientation, intake assessment, development of individual employment plan, one-on-one job counseling, pre-employment workshops, job development, job placement, and job retention. This position will directly report to the Site Supervisor.

Roles and Responsibilities:

  • Lead and conduct weekly computer basics workshop for CalWORKs and WIOA participants; introduces online CalJOBs, virtual tools (Zoom, Office Team, Adobe) and other website resources. Contact program participants via phone calls or emails for the upcoming Welfare-To-Work activities.
  • Provide a computer lab training program at the assigned service site that will focus on computer literacy, Internet usage, and job search activities. Ensure that the computer lab training program is taken while a newly referred participant is enrolled in either the Job Club program or in any component of the Work Experience Program. Ensure that the lab will accommodate participants with a wide range of reading, math levels, and computer knowledge.
  • Manage at a minimum of 20 computer workstations in the computer lab to ensure they are ready-to-use and orderly condition during scheduled hours; organize and schedule use of computers, monitors, and other related equipment for CalWORKs, GA, and CalFresh recipients.
  • Troubleshoot and repair basic system malfunctions and maintain system operations for the Computer Lab. Train staff, interns and volunteers, how to use the internal XAVUS software application and conduct orientation to new employees on the Emergency and Evacuation Plan.
  • Support internal CalSAWS database of completed Assessments and Job Placements, and supports WIOA staff by entering new enrollments in online database, and monitors participants' activities in the computer lab for the purpose of maintaining a safe environment that is conducive to job search and employment use only.
  • Prepare program monthly CPET Scorecard Report and manage Adobe, Welfare-To-Work packets for program participants. Support the CPET Career Coach staff in completing Online CalSAWSs Appraisal Tool (OCAT), orientation for CalWORK's, GA's, Cal Fresh's participants daily.
  • Offer assistance with updating or creating employment portfolios, résumés, cover letters, thank-you letters, and reference lists as needed.
  • Must attend training and obtain certification as required by program or agency and maintain ongoing training to keep the certifications up-to-date.
  • Provide technical support to users by researching and answering questions, troubleshooting problems, and guiding; interacting with management and staff to provide analytical and technical assistance for continuous improvement of IT solutions, and performs trouble shooting, parts replacement, system upgrades, and basic deployments & repairs. Setting up and configuring individual network end-users.
  • Maintain servers, workstations, network configurations, and other electronic communication devices in a mid-sized enterprise network, and deliver IT training to users, on-site and remote one-on-one training for standard desktop applications (MS Office, email clients, web browsers), equipment, and desktop OS features. Create and maintain step-by-step internal training material with screenshots.
  • Be knowledgeable of the agency's mission, vision, core values, and strategic plan. Join different agency initiatives to improve program and service quality and to help accomplish the agency strategic plan's goals and objectives, and other duties as assigned by Site Supervisor or Program Manager.

Requirements and Qualifications:

  • A Bachelor's degree or equivalent OR must have 3-4 years' experience in a related field is required. Bilingual is preferred.
  • Must be computer savvy, enthusiastic, client-centered, creative, dedicated, organized, and motivated to work with low-income, people with multiple barriers to employment and diverse ethnic and social backgrounds.
  • Work Proficient in Computer skills: MS Word, Excel, Power Point, database management and internet explorer.
  • Ability to work effectively under pressure, time management, and able to work independently and as well as part of a team with other staff members and other agencies' staff.
  • Ability to communicate effectively to groups, including making group presentations and facilitating workshops.
  • Understand, explain, and apply complex local, state, and federal regulations, policies, and procedures of WIOA, Refugee, GA, and CalWORKs Welfare-to-Work programs.
  • Working knowledge of effective case management techniques.
  • Must have a flexible schedule on some evenings and weekends. Travel is required for this position.
  • Must have a valid California Driver's License, clean DMV record, and proof of current auto insurance and registration; must pass a background check.
  • The physical demands described here are representative of those that must be met by an employee to successfully perform the essential functions of this job. While performing the duties of this job, the employee is regularly required to sit and work on the computer, use hands to handle or feel, and talk or hear; moving objects up to 25 pounds.
